Step 1: Heat oil in a large pot over medium heat.
Step 2: Cook onion, bell pepper and celery until tender.
Step 3: Add flour and seasonings and stir until combined.
Step 4: Add stock, rutabaga, potato and ham.
Step 5: Simmer 30 minutes until rutabaga is done.
Step 6: Add the cream and warm through, do not allow to boil.
Step 7: Taste and adjust seasoning.
