Step 1: Spray a 4-quart slow cooker with nonstick cooking spray. In a large bowl, combine the milk, sour cream, cream cheese, soup and contents of the seasoning packets from the boxed potatoes; blend well. Add the remaining ingredients (except the boiling water and the parsley); mix well. Pour mixture into the sprayed slow cooker. Pour boiling water over the potato mixture; stir to mix.
Step 2: Cover; cook on low setting for 7 to 8 hours or high for 4-5 hours. Garnish with parsley, optional. (All slow cookers are different; when the mixture is creamy and the potatoes are tender, they're done. They hold for along time on warm, too).
