Step 1: Cook ground beef in frying pan until brown.
Step 2: Add onion, carrots, celery, garlic, worcestershire sauce salt, pepper and nutmeg.
Step 3: Lower heat and cook for 10 minutes or until vegetables are wilted.
Step 4: Add beef broth, bring to a boil.
Step 5: Stir in enough of the butter/flour roux to make a thick gravy to bind the filling.
Step 6: Pour into large shallow baking pan and cool.
Step 7: The filling should be about 1-1/2 inches deep.
Step 8: Cover the meat mixture in the pan with the corn
Step 9: Mix the cooked potatoes with seasoning to taste
Step 10: And enough cream to moisten them
Step 11: Then top with the hot mashed potatoes.
Step 12: Smooth potatoes evenly, brush surface with butter. Bake at 325 degrees F for 40 minutes
