Step 1: In a saucepan combine the bell peppers with jalapeno, garlic and butter. Sprinkle in flour then mix in cream; stir until mixture simmers just lightly (do not allow to boil hard!)
Step 2: When mixture begins to thicken, stir in the cheese and remaining ingredients, Simmer on low heat an additional five minutes or until cheese is fully melted
