Step 1: Preheat oven to 350 degrees.
Step 2: Butter a tube pan.
Step 3: Cream butter and sugar.
Step 4: Add the egg yolks to the creamed butter mixture and mix well.
Step 5: Sift 1 1/3 cups flour and baking powder together in a separate bowl.
Step 6: Gradually beat milk and flour mixture into the butter mixture, alternating milk and flour.
Step 7: Beat the egg whites with cream of tartar until stiff in a separate bowl.
Step 8: Fold ¼ cup flour into the egg whites.
Step 9: Fold egg whites into the batter.
Step 10: Mix 1/3 of the batter with cocoa in a separate bowl.
Step 11: Fill the tube pan, alternating half of the white batter with the cocoa batter.
Step 12: Bake for 50-60 minutes to an hour, until toothpick comes out clean.
