Step 1: Melt butter in saucepan over low heat until bubbly and hot. Whisk in flour until blended with the butter. Add in whole milk (or half and half) and the heavy whipping cream whisking constantly over medium-high heat until simmering.
Step 2: Reduce heat to medium-low, season with salt and pepper and cook stirring for 3 minutes stirring frequently.
