Step 1: Mix ground beef, half of the onions, garlic, egg, breadcrumbs, nutmeg, parsley, water, salt and pepper in a large bowl by hand until just combined.
Step 2: Make meatballs the size of a golf ball.
Step 3: Roll each into flour to give it a good coating.
Step 4: Heat the oil in a large skillet
Step 5: Fry meatballs until just browned, about 3-4 minutes on each side.
Step 6: Remove from the skillet
Step 7: Add 1 tablespoon flour to the skillet and brown until golden but not brown.
Step 8: Add remaining chopped onions and sauté until softened.
Step 9: Add tomato sauce, oregano, and basil and bring to a low simmer.
Step 10: Put meatballs in the sauce, turning each one over to coat.
Step 11: Cover and simmer gently for 20 minutes.
Step 12: Sprinkle with chopped parsley and grated Parmesan for garnish
