Step 1: Heat oil
Step 2: Add onions cook until tender
Step 3: And garlic
Step 4: Add broth can add chicken broth if you wish
Step 5: Add potatoes and bay leaf and seasoning
Step 6: Simmer until potatoes are tender
Step 7: In saute pan heat butter and flour
Step 8: Cook until light brown
Step 9: Take off heat add paprika
Step 10: Stirring
Step 11: Add sour cream and vinegar
Step 12: Take bay leaf out
Step 13: Add roux to potato soup
Step 14: Stirring don't boil
Step 15: Check seasoning and adjust
