Step 1: Soak bran in hot water at least 10 minutes to soften it. Drain very well, pressing to remove excess moisture.
Step 2: Combine all ingredients except wheat germ in bowl.
Step 3: Stir just to blend, about 10-20 seconds, ignoring lumps.
Step 4: Spoon into lightly oiled muffin tins.
Step 5: If using wheat germ, sprinkle it on top of muffins.
Step 6: Bake at preheated 400' for 10-15 minutes or till done.
