Step 1: Melt butter in large pot over medium heat. Add butter, garlic, salt and oregano to butter. Stir well. Saute until garlic is fragrant (about 1 minute).
Step 2: Add flour and stir in to mixture. Cook for five minutes on medium heat to thicken. Mixture will darken as it cooks. Stir often.
Step 3: Combine into roux slowly 2 1/4 cups of water and whisk until smooth.
Step 4: Add 4 1/2 cups water along with onions and tomatoes.
Step 5: Bring to a rolling boil and then lower heat to simmer for 15 minutes.
Step 6: Season to taste with salt and pepper
