Step 1: Combine water, coconut milk, sugar, and salt in heavy large saucepan.
Step 2: Bring to simmer, then stir in rice.
Step 3: Cover, reduce heat to low and simmer 12 minutes.
Step 4: Keep covered, remove from the heat and let stand 10 minutes.
Step 5: Transfer rice to bowl and sprinkle with toasted coconut.
