Step 1: Trim fat from steak and cut across grain in slices about 1"x¼".
Step 2: Add soy sauce and garlic. Stir and set aside.
Step 3: Prepare vegetables.
Step 4: Heat half of the oil until very hot in large skillet.
Step 5: Add vegetables and stir-fry 2 minutes.
Step 6: Remove from skillet to warm pan.
Step 7: Add remaining oil to skillet, heat.
Step 8: Add steak and stir-fry 2 minutes.
Step 9: Mix cornstarch with water, add to steak.
Step 10: Cook, stirring constantly until thickened.
Step 11: Add vegetables (add tomatoes last) and mix thoroughly.
Step 12: Serve over white or brown rice.
