Step 1: Brown onions, celery and (optional) green pepper lightly in oil.
Step 2: Blend flour, vinegar, salt, sugar, chili powder, and Tabasco with water and add to onion/celery/green pepper mixture.
Step 3: Simmer uncovered 15 minutes.
Step 4: Add remaining ingredients and just heat.
Step 5: Serve over hot boiled rice.
