Step 1: Mix ground beef and water until soupy. Mix in tomato sauce, garlic powder, bay leaves, onion, cinnamon, Worcestershire, salt, cumin, vinegar, chili powder, allspice and red pepper.
Step 2: Simmer, uncovered 3 hours.
Step 3: Last hour add beans
Step 4: Stir occasionally.
Step 5: Top with cheese
