Step 1: Preheat the oven to 350°F.
Step 2: Spray a 9 x 13-inch casserole dish with cooking spray.
Step 3: In a large saucepan, melt 4 tablespoons of the butter over medium heat.
Step 4: Whisk in the flour.
Step 5: Reduce heat to medium-low and cook for 1 minute, be careful to not let it burn
Step 6: Carefully whisk in the milk and 2 cups of water, adding liquids gradually.
Step 7: Add macaroni.
Step 8: Increase heat to medium-high and bring the mixture to a boil.
Step 9: Stirring frequently, cook until the macaroni is just al dente, 8 to 10 minutes.
Step 10: In a medium skillet, melt remaining butter over medium-low heat.
Step 11: Add the garlic and cook for 30 seconds, or until fragrant.
Step 12: Add the bread crumbs and toss to coat, stir frequently to avoid burning, 3 to 5 minutes.
Step 13: Remove the pan from the heat and set aside.
Step 14: When the macaroni is al dente, remove from heat and stir in all of the cheeses, cayenne and season with salt and pepper.
Step 15: Stir until the cheeses have fully melted.
Step 16: Transfer the mixture to the prepared baking dish and sprinkle with the crumbs and place the baking dish on a baking sheet.
Step 17: Bake for 15 to 20 minutes, or until the crumbs are golden brown and the sauce is bubbling.
Step 18: Remove from the oven and let sit for 5 minutes before serving
