Step 1: Place vinegar, lime juice, red pepper, jalapeno, garlic, onion, jerk spice, brown sugar, cumin, nutmeg, cinnamon and salt in blender; puree. With blender running on medium speed, slowly add oil until combined. Pour into gallon-size zip-top bag. Add flank steak and marinate 30 minutes at room temperature or up to 12 hours in refrigerator (remove from refrigerator 30 minutes before grilling).
Step 2: Preheat grill to medium-high heat. Remove steak from marinade and place on lightly oiled grill, cooking 4-5 minutes per side, or until steak reaches a safe internal temperature of 145°F for rare. Let steak rest 3-5 minutes. Slice thinly against grain and serve. Refrigerate any leftovers.
