Step 1: Heat oil to medium-high heat in a large saucepan; add onions and cook until translucent.
Step 2: Add remaining ingredients and bring to a boil.
Step 3: Reduce heat to medium-low and simmer for half an hour, or until barley is soft and carrots are cooked.
Step 4: Ladle into bowls and serve.
