Step 1: Heat oil in skillet
Step 2: Add onions, bell peppers, and garlic. Saute until vegetables begin to get soft. Add vinegar, cumin, and oregano and cook 1 more minute.
Step 3: Add hominy (with the water) tomatoes and black eyed peas. Bring to a boil.
Step 4: Reduce heat and cover.
Step 5: Cook, stirring occasionally, until vegetables are hot and tender.
