Step 1: Place bulgur in bottom of a large bowl.
Step 2: Mix oil and lemon juice, pour over bulgur.
Step 3: Layer vegetable on top of bulgur in the order they are listed.
Step 4: Sprinkle salt and pepper over cucumber.
Step 5: Let sit 24 hours.
Step 6: Before serving, toss salad to mix.
