Step 1: Preheat oven 350-degrees F.
Step 2: Mix together rice, parsley, cheese, onion, green pepper and garlic in a medium bowl.
Step 3: Pour mixture into a 2 quart casserole.
Step 4: In the same bowl, combine milk, eggs, vegetable oil, salt, seasoned salt, pepper, optional MSG, lemon juice and lemon peel; blend well.
Step 5: Sprinkle with paprika.
Step 6: Bake in the preheated oven until set and golden brown - 35 - 40 minutes.
