Step 1: Preheat oven to 350°F.
Step 2: In a medium bowl, combine flour, baking powder, cinnamon and 1/2 teaspoon of nutmeg.
Step 3: In a large bowl, cream the butter and sugar with electric mixer to form a grainy paste.
Step 4: Add eggnog, vanilla, and egg yolks and beat at mediums speed.
Step 5: Add flour mixture, beat at low speed until combined, but don't over mix.
Step 6: Drop by rounded teaspoons onto ungreased cookie sheet 1 inch apart. Sprinkle lightly with reserve nutmeg.
Step 7: Bake for 18-23 minutes, or until cookie bottoms turn light brown. Transfer to a cool, flat surface.
