Step 1: Combine the water, brown sugar, gingerroot, fish sauce, pepper and garlic in a large skillet, stir well.
Step 2: Place over high heat and cook 5 minutes until slightly thickened.
Step 3: Add the shrimp, and cook for 3 minutes more until shrimp is pink and cooked through.
Step 4: Stir constantly while this is cooking.
Step 5: Remove from heat, and stir in basil and lime juice.
Step 6: Serve over rice.
