Step 1: Place roast, fat side up, on a rack in a shallow roasting pan.
Step 2: Sprinkle all over with garlic powder and rub into meat. Sprinkle roast with fresh cracked pepper.
Step 3: Cut onion into slices, and put all over top of roast, and hold in place with tooth picks.
Step 4: Bake at 350 degrees for 2 hours, or until meat thermometer registers 145 degrees(medium-rare).
Step 5: Let stand 10 minutes before slicing.
