Step 1: Preheat oven to 350 degrees F.
Step 2: Lay each tilapia filet on a small piece of parchment.
Step 3: Season with salt and pepper, drizzle with 1 tablespoon of olive oil and lay two slices of lemon on each on.
Step 4: Lay a sprig of rosemary on each fillet and wrap until closed.
Step 5: Put on a baking sheet and bake until done (10-12 minutes).
Step 6: While the fish is baking, put the cauliflower in a food processor and process until you have couscous sized granules.
Step 7: Heat the remaining oil in a large skillet and add the cauliflower.
Step 8: Season with salt and pepper and cook until tender (5-7 minutes), stirring frequently.
Step 9: Serve with the fish.
