Step 1: Fill the cored center of each apple with cinnamon candies.
Step 2: Sift the flour, baking powder, and salt together.
Step 3: Cut 2/3 cup of the butter into the flour mixture until fine and crumbly. Sprinkle the milk over the mixture until moist, pressing it into a ball. Roll out the dough about 1/4-inch thick on a floured board and cut into 6-inch squares.
Step 4: Place an apple on each square and bring the dough up around to cover it completely.
Step 5: Moisten the top edges with water and fasten it securely on top of the apple - whole cloves may be used to secure it.
Step 6: Place the dumplings 1-inch apart in a greased 9 x 13-inch baking dish or pan.
Step 7: Combine the brown sugar, water, cinnamon, and nutmeg in a large saucepan and bring to a boil. Simmer over low heat for 3 minutes, remove from the heat and stir in the remaining butter.
Step 8: Pour the syrup over the dumplings and bake in a preheated 375-degrees Fahrenheit oven for 35-40 minutes, basing every 15 minutes.
Step 9: Serve hot with chilled rich milk, cream, or whipped cream.
