Step 1: Preheat oven to 160C/140C fan forced.
Step 2: Grease and line an oven tray with baking paper.
Step 3: Sift flours, baking powder, xanthan gum and salt into a large bowl and stir in sugar.
Step 4: Whisk milk and oil in a jug and make a well at the centre of the flour mixture and add milk mixture to the flour mixture and stir to combine (don't over mix).
Step 5: Shape dough into a long log and place on prepared tray and bake for 1 1/4 hours or until golden brown and sounds hollow when lightly tapped and then transfer to a wire rack to cool completely.
Step 6: Combine butter, garlic, parsley and chilli in a bowl.
Step 7: Using a large serrated knife, cut loaf into 15cm thick slices, about 3/4 of the way trough the bread and spread the butter mixture between slices.
Step 8: Wrap in foil and place on an oven tray and bake for 8 minutes or until butter is melted.
