Step 1: Using a blender puree the first 8 ingredients (-water).
Step 2: In a saucepan over medium heat melt 2 1/2 tablespoons butter and add the rice; cook for under 5 minutes until translucent ---do not scorch butter. Stir in salt and the pureed ingredients and bring to a boil and cook for 2 minutes. Reduce heat to low; cover, and simmer for 20-25 minutes or until water evaporates. Add remaining butter (2 tablespoons) and fluff with a wooden spoon.
Step 3: Garnish with chopped cilantro or basil if desired.
