Step 1: In a skillet over medium high heat heat the oil and then add the next 5 ingredients (-cumin), saute under 5 minutes or until onion is tender.
Step 2: Stir in rice; saute one minute. Stir in broth, rind and salt and bring to a boil; cover; reduce heat and simmer 45 minutes or until rice is tender. Remove from heat.
Step 3: Let stand, covered for 10 minutes. Stir in cilantro.
Step 4: Serve with lime wedges.
