Step 1: Dissolve jello in boiling water.
Step 2: Slowly blend the vinegar and mayonnaise together till smooth and then slowly add to the jello mixture stirring all the while so there are no lumps; chill till partially set.
Step 3: While waiting for the jello to set, break up the corned beef into small pieces in a large bowl; add the chopped eggs, celery, green pepper, onion, and salt.
Step 4: Chill till set.
