Step 1: Whisk all of the sauce ingredients together in a bowl until well combined. Set aside.
Step 2: Bring a large pot of water to boil over high heat, and cook the ramen according to the directions on the package.
Step 3: Heat the oil in a large skillet over medium-high heat. Add the minced garlic, ground ginger, mushrooms, broccoli, and carrots, and saute for 4-6 minutes.
Step 4: Drain the ramen and add the noodles to the skillet. Add the sauce & cilantro to the skillet. Mix well and cook for 1-2 minutes to warm sauce. Season with pepper.
