Step 1: Combine milk chocolate morsels and shortening in the top of a couble boiler; bring water to a boil. Reduce heat to low; cook until chocolate and shortening melt, stirring occasionally.
Step 2: Spread half of the chocolate mixture evenly in an aluminum foil-lined 8 inch square pan. Chill 15 minutes or until firm. (Keep remaining chocolate mixture warm.)
Step 3: Combine caramels, butter, and water in the top of a double boiler; bring water in bottom of double boiler to a boil. Reduce heat to low; cook, stirring occasionally, until smooth. Stir in peanuts; let cool slightly.
Step 4: Spread caramel mixture over the chilled chocolate mixture.
Step 5: Chill for 15 minutes; spread the remaining warm chocolate mixture evenly over caramel mixture.
Step 6: Chill for 1 hour or until firm. Cut into squares.
Step 7: This makes 1 3/4 pounds of candy.
