Step 1: Heat oil in a large wok or skillet.
Step 2: Fry the garlic, onion & ginger until golden (apprx 5 minutes).
Step 3: Add the fish sauce, wine & jalapeno.
Step 4: Saute for 1 minute.
Step 5: Add frozen Mussels, cover & simmer 8 minute.
Step 6: Add chili sauce,1/4 cup each of basil & mint.
Step 7: Mix add red and orange peppers.
Step 8: Simmer until heated through.
Step 9: Serve over rice or noodles.
Step 10: Sprinkle on remaining basil & mint.
