Step 1: W/a whisk, mix oil, vinegar, sugar, salt & pepper. Allow to stand & be sure to blend well again B4 adding to the slaw.
Step 2: Combine dressing, shredded cabbage, green onions & cashews. Chill at least 1 hr. Just before serving, add & mix the crispy rice noodles, if using.
