Step 1: Place spinach in colander.
Step 2: In pot, bring next 3 ingredients and enough salted water to cover, to a boil.
Step 3: Cook 20 minutes; pour over spinach to drain.
Step 4: Discard rosemary.
Step 5: Return potatoes and spinach to pot and stir in butter and broth.
Step 6: Using hand masher, mash mixture until smooth.
Step 7: Stir in peppers and serve.
