Step 1: Wash and dry the radishes; and then slice the radishes; transfer to a bowl along with the shallots and salt; toss. Let stand for 5 minutes.
Step 2: In another bowl whisk together the vinegar with the soy sauce; drizzle in the olive oil; whisk. Add the cilantro and half of the dressing to the radishes; toss.
Step 3: Transfer to a platter and top with the goat cheese; serve remaining dressing on the side.
