Step 1: In large skillet cook ground beef until brown. Drain fat.
Step 2: In large saucepan combine cheese Mexican cheese and 2 tablespoons milk. Cook over low heat until cheese melts, stirring frequently.
Step 3: Stir in beef, tomato, onion, green pepper, cilantro, jalapeno peppers and cayenne pepper. Stir in additional milk to thin mixture. If desired.
Step 4: Transfer to serving dish. Serve with tortilla chips.
