Step 1: In a saucepan over high heat combine the bulgur, water and 1/4 teaspoon salt and bring to a boil. Reduce heat and cover. Simmer until tender - about 10 minutes; drain any excess water. Let cool to room temperature.
Step 2: In a large salad bowl whisk together the lemon zest with the juice, garlic,1/4 teaspoon salt and pepper. Add bulgur and the rest of the ingredients (- basil). Toss.
