Step 1: In a saucepan with boiling salted water add the peas and cook for 3 minutes; drain and cool.
Step 2: On a large platter arrange the vegetables (peas - green onions).
Step 3: In a jar combine dressing ingredients (vinegar - pepper); cover and shake well.
Step 4: Drizzle dressing over salad.
