Step 1: Preheat oven to 375 degrees.
Step 2: Cook pasta according to package directions,drain and set aside.
Step 3: Over medium heat in a 3 quart sauce pan,melt butter and stir in flour until smooth.
Step 4: Then gradually add the milk and bring to a boil,cook and stir for 2 minutes or until thickened.
Step 5: Reduce heat add 1 cup of Swiss cheese, Parmesan cheese,garlic powder,and pepper.
Step 6: Cook and stir until cheese is melted (if the sauce seems a little thick,thin out w/desired amount of milk).
Step 7: Add pasta to sauce,mix well and stir in ham and peas.
Step 8: Pour into an 8 inch square pan which has been prepared with cooking spray.
Step 9: Top with remaining Swiss cheese and bake for 25 minutes or until golden and bubbly.
