Step 1: Cook carrot slices still done; drain and rinse.
Step 2: Put carrots, green pepper, and onion into a bowl; set aside.
Step 3: In a saucepan mix the rest of the ingredients and bring to a boil, stirring until thoroughly blended; pour over veggies and refrigerate for at least one hour and better yet, for a few hours.
