Step 1: Peel garlic and separate into cloves. Put cloves in a small saucepan and add the dried rosemary, peppercorns, and olive oil. Stir together and cook over low heat for one hour.
Step 2: Remove from heat and let mixture cool. When cool pour into a jar and cover tightly. Store in refrigerator until ready to use.
