Step 1: Mix first 4 ingredients in a bowl (salt - allspice) and sprinkle mixture over roast and let stand at room temperature for one hour.
Step 2: Preheat oven to 375 degrees F.
Step 3: Heat oil in large ovenproof skillet over medium high heat until nearly smoking. Add roast, fat side down and cook until browned on bottom (under 5 minutes) and then transfer skillet to the oven. Roast until meat thermometer registers 130 for medium rare or cooked to the degree of doneness desired (about 50-60 minutes). Transfer to platter and let rest.
Step 4: To prepare sauce: pour off all but 2 tablespoons of the drippings from the skillet and heat over medium high heat. Add shallots and saute until soft (under 5 minutes). Add madeira; boil one minute. Add broth and boil until liquid is reduced by 1/3, stirring occasionally (8-10 minutes). Add any accumulated juices from the roast to the skillet. Turn off heat and swirl in the frozen butter until the butter is blended into the sauce. season with salt and pepper. Transfer sauce to a small pitcher.
Step 5: Cut meat across the grain and arrange on the platter.
Step 6: Serve meat with the sauce.
