Step 1: In a large sauce pan, brown half of the meat in hot oil.
Step 2: With a slotted spoon, remove meat and set aside.
Step 3: Add remaining meat, onion, garlic, cumin, and ground chile peppers; cook till meat is brown.
Step 4: Return rest of meat to pan.
Step 5: Stir in remaining ingredients; bring to a boil and reduce heat.
Step 6: Simmer, uncovered, for 1-1 1/2 hours or until meat is tender, stirring occasionally.
Step 7: Serve with hot cooked Pinto Beans.
