Step 1: Cook beef, garlic, onion, and green pepper in a heavy pot over med-high heat till meat is no longer pink.
Step 2: Add remaining ingredients.
Step 3: Bring to a boil.
Step 4: Cover & reduce heat.
Step 5: Simmer for 45 minutes.
Step 6: Stir frequently.
