Step 1: Heat oil in medium-sized saucepan over medium heat. Add onion and garlic and sauté til lightly browned, about 5 minutes.
Step 2: Add quinoa, water, bouillon, cumin, and cayenne pepper. Stir and bring to a boil. Reduce heat, cover and simmer 15 minutes or until most of the water is absorbed.
Step 3: Stir in corn pieces ,black beans and cilantro (if using), and mix thoroughly. Check salt, top with green onions, and serve.
