Step 1: Roast chiles (see description) under the broiler for 5 minutes or until blackened. Place in a plastic bag and allow to steam until cooled. Remove the blackened parts without washing.
Step 2: Place chiles and the rest of the ingredients in a food processor and chop (do not puree).
Step 3: If desired warm before using.
