Step 1: Preheat oven to 350 degrees F (oven rack set to lowest position).
Step 2: Grease an 13 x 9-inch baking dish.
Step 3: In a medium saucepan melted the butter over medium-high; add in garlic and cook stirring for 2 minutes.
Step 4: Stir in flour, black pepper, salt and cayenne pepper; cook stirring for 1 minute.
Step 5: Slowly add in the cream whisking constantly; cook over medium heat until bubbly and thickened, then stir in the Parmesan cheese until combined.
Step 6: Spread about 1-inch of the white sauce into the bottom of the baking dish.
Step 7: Pat the potato slices dry using a paper towels, then place half the slices into the bottom of the dish over the sauce. Season the potatoes lightly with seasoned salt and pepper, then sprinkle half of the sliced onions over the potatoes, then sprinkle 2 cups shredded cheddar cheese (can use more or less if desired).
Step 8: Repeat layering with remaining half of the sliced potatoes, salt, pepper, remaining onion slices, then remaining 2 cups of the shredded cheddar on the top.
Step 9: Pour remaining white sauce evenly over the top (at this point you may cover and refrigerate for a few hours, the dish will be quite full!).
Step 10: Sprinkle paprika over the top.
Step 11: Bake for 1-1/2 to 2 hours or until the potato slices are just fork tender.
