Step 1: Combine the first five ingredients in a small bowl; stir well, and set aside.
Step 2: Combine 1 1/2 cups flour, baking powder, salt, and 1/2 cup sugar in a large bowl; stir well. Cut in the shortening with a pastry blender until the mixture resembles coarse meal.
Step 3: Combine the milk and egg; add to the flour mixture, stirring just until the dry ingredients are moistened.
Step 4: Spoon 1 tablespoon batter into paper-lined muffin pans; sprinkle with 1 tablespoon reserv ed brown sugar mixture. Top with remaining batter; sprinkle with the remaining brown sugar mixture.
Step 5: Bake at 375 degrees for 20 to 25 minutes or until a wooden pick inserted in the center comes out clean.
