Step 1: Butter a 13x9 inch baking dish.
Step 2: Cut cauliflower into bite size pieces and steam until just a little tender (do not steam until soft). Cool.
Step 3: In a saucepan, melt the butter and add the red pepper flakes and minced garlic, cook 2 minutes (if your using garlic powder, omit this step and add it with the flour).
Step 4: Add the flour and onion powder; whisk mix until smooth and thickened. Mix in the milk a little at a time stirring each time until smooth. Cook, stirring constantly, over a medium heat until thick and creamy, this will take a few minutes.
Step 5: Mix in 1 1/2 cup (heaping) of cheddar cheese until melted.
Step 6: Remove sauce from heat and season with salt and pepper the sauce to taste.
Step 7: Spread the cooled cauliflower pieces in the buttered dish. Pour the cheese sauce evenly over the cauliflower and then sprinkle with 1 cup (or more) shredded cheese.
Step 8: Bake at 350 F until heated and bubbly , about 20 minutes.
