Step 1: With a vegetable peeler remove peel in strips from the limes and lemon (the green and yellow parts only)and then cut the peel into 1 x 1/8 inch strips and place in a bowl. Squeeze enough juice from both the limes and lemon to measure 2 tablespoons lime juice and 2 tablespoons lemon juice (what I will do is squeeze both to get the 4 tablespoons) and then add to the bowl. Add the remaining ingredients and stir to blend.
Step 2: Cover and chill for at least 2 hours. Season to taste with more salt if desired.
Step 3: This can be made one day ahead; keep chilled and bring to room temperature before serving.
